Bill Gates on coronavirus: 'The fall is going to be worse than the summer'
Billionaire founder of Microsoft (MSFT) Bill Gates hasn’t been shy about his assessment on the U.S. government response to the coronavirus pandemic. In fact, Gates thinks that things are only going to get worse in the short term.
“The fall is going to be worse than the summer,” Gates told POLITICO. “All the numbers are ticking up and there was always a very good chance … that we would see more transmission. Until the new tools come … all we have is our behavior, wearing masks.”
There are over 7 million confirmed cases in the U.S., and at least 210,00 people have died. And according to the White House Task Force, 26 states are now in the coronavirus “red zone” for new cases this week, with 24 in the “yellow zone” and none in the “green zone.”

‘The worst testing system’
Gates and his wife, Melinda, run the Bill and Melinda Gates Foundation, which has donated hundreds of millions of dollars towards coronavirus research, treatment, and testing, along with the search for a vaccine.
Earlier this year, Gates laid out a three-part plan for eliminating coronavirus: developing the capacity to make the necessary vaccines, obtaining the funding to pay for the vaccines, and creating a system to deliver the vaccines worldwide.
“To beat the COVID-19 pandemic, the world needs more than breakthrough science,” Gates said in a previous statement. “It needs breakthrough generosity. When COVID-19 vaccines are ready, this funding and global coordination will ensure that people all over the world will be able to access them.”
Accessibility has been something that Gates has criticized on multiple occasions. In a recent interview with NBC’s Meet the Press, he said that the U.S. is “running the worst testing system, in terms of who gets access to it, of any country.”

‘It’s mind blowing’
Although Gates is anticipating a spike in cases this fall, he is also optimistic that at least some of the various vaccines in development will receive emergency use authorization by early next year.
“It’s very impressive how the pharmaceutical industry has diverted resources, gotten involved,” he told NBC’s Chuck Todd. “The U.S. government, this is one category we’ve actually done a decent job, has funded the research here.”

AZAM FC ARE THE WINNER
John Bocco`s opener in the 17th minute gave Azam FC life and belief, eventually helping the Tanzanian side secure their first ever CECAFA Kagame Cup title at the National Stadium.
The individual brilliance from striker Kipre Tchetche saw his fine pass from the right fall in the path of skipper John Bocco who made sure to tap home the opener, with Gor Mahia keeper Boniface Oluoch and his defense well beaten.
The Kenyan league champions could have leveled the score six minutes later but Micheal Wafula was wasteful.
It was a wobbly start for Gor Mahia but they eventually grew into the game and by half time, despite still trailing, they had proved dominant over the Tanzanians who were pursuing their first regional club title.
After restart, Gor Mahia continued from where they had left off, piling ever more pressure on a resilient Azam side, but an equalizer proved to be elusive. It was never going to be easy to penetrate the Tanzanian side's solid defense, which has lent evidence to the fact that Azam reached the final without conceding any goal in the entire tournament.
And as the game got more physical, with tackles flying and tempers flaring, first goal assist Kipre Tchetche floated home a deceptive (on the part of the Gor Mahia goalie) free-kick in the 76th minute, sending the home faithful into early celebrations, knowing almost certainly that they had this one in the bag.
Didier Kavumbagu had a chance to all but seal the scoreline with a third, but his 87th minute effort was off target. Nevertheless, the stadium, filled with more ecstatic Azam fans than dejected Gor Mahia supporters, was sparked into scenes of wild celebrations when the final whistle went off.
Azam FC defender Pascal Wawa was named Man of the Match and Gor Mahia's Micheal Olunga the tournament's top scorer with five goals.
The Tanzanian side bagged $30,000 for winning the title while second-place Gor Mahia took home $20,000.
Meanwhile, earlier on Sunday, Ugandan side KCCA FC beat Khartoum of Sudan 2-1 in the third-place playoff to walk home $10,000 (about sh33m) richer, one position better than last year.
Micheal Biringi netted for KCCA in the 7th minute with a display of individual brilliance after a great run from the left, cutting into the edge of the box before striking home.
It was more quick work from the Ugandans who found the net three minutes later thanks to wonderful play from skipper Tom Masiko and Hakim Ssenkumba to set up Muzamiru Mutyaba for a cute goal past Khartoum keeper Mohammed Ibrahim.

THE PILOT INCHARGE OF THE CRASHED PLANE WAS ON TRAINING
Asiana Airlines Inc said the pilot in charge of landing the Boeing 777 that crash-landed at San Francisco's airport on Saturday was training for the long-range plane and that it was his first flight to the airport with the jet.
"It was Lee Kang-kook's maiden flight to the airport with the jet... He was in training. Even a veteran gets training (for a new jet)," a spokeswoman for Asiana Airlines said on Monday.
The plane was travelling "significantly below" its intended speed and its crew tried to abort the landing just seconds before it hit the seawall in front of the runway, the U.S. National Transportation Safety Board said on Sunday.
"He has a lot of experience and previously flown to San Francisco on different planes including the B747... and he was assisted by another pilot who has more experience with the 777," the spokeswoman said.
Lee, who started his career at Asiana as an intern in 1994, has 9,793 hours of flying experience, but only 43 hours with the Boeing 777 jet.
Co-pilot Lee Jeong-min, who has 3,220 hours of flying experience with the Boeing 777 and a total of 12,387 hours of flying experience, was helping Lee Kang-kook in the landing, the spokeswoman said. Source Reuters

Nigerians frustrated by years of waiting for their football team to again
Thousands who gathered near the national stadium in Lagos, the largest city of Africa's most populous nation, to watch the final on two big screens hugged one another, danced with abandon and held plastic chairs aloft.
They counted down the final seconds and fireworks exploded above them after the 1-0 win by their Super Eagles over Burkina Faso was assured, giving the country its first Nations Cup title since 1994.

Justin Bieber became a Hello on American Awards
America proved its Bieber Fever was strong: The teen singer dominated the American Music Awards on Sunday night.
Bieber's wins included the show's top award, artist of the year. His mom joined him onstage as he collected the trophy, beating out Rihanna, Maroon 5, Katy Perry and Drake.
"I wanted to thank you for always believing in me," Bieber said, looking to his mom.
The 18-year-old also won the honor in 2010. He said it's "hard growing up with everyone watching me" and asked that people continue to believe in him.
Bieber and Nicki Minaj performed together — and separately — at the AMAs, and were both multiple winners.
But another collaboration was the night's most colorful performance: Korean rapper PSY and MC Hammer. Hammer joined the buzzed-about pop star for his viral hit "Gangnam Style." PSY rocked traditional "Hammer" pants as they danced to his jam and to Hammer's "Too Legit to Quit."
Bieber won favorite pop/rock male artist in the first award handed out at Sunday's show and gave a shout-out to those who didn't think he would last on the music scene.
"I want to say this is for all the haters who thought I was just here for one or two years. I feel like I'm going to be here for a very long time," he said.
He also won favorite pop/rock album for his platinum-selling third album, "Believe." He gave a stripped down, acoustic performance of "As Long As You Love Me," then transitioned to the dance-heavy "Beauty and a Beat," where Minaj joined him onstage, grinding with the teen for a few seconds.

Barack ambaye ni rais wa kwanza mweusi wa Marekani, alipata kura 270 za (Electral College) zilizohitajika ili kupata ushindi.
Kura hizi hupigwa na watu maalum wanaoteuliwa na majimbo kulingana na idadi ya miji katika majimbo hayo.
Katika hotuba yake ya ushindi, mbele ya umati mkubwa wa watu mjini Chicago, Obama alisema kuwa atashauriana na bwana Romney kuhusu wanavyoweza kuendesha nchi hiyo.

Gbagbo captured by French special force
French special forces have captured Ivory Coast dictator Laurent Gbagbo and handed him over to rebel forces following a fierce battle today, a spokeswoman for presidential rival Alassane Ouattara has claimed. Laurent Gbagbo Photo: AP It is likely to hasten an end to the bloody fighting in the African country which has claimed hundreds of lives over the past few weeks. Sources close to Gbagbo said he was held following an all-out assault on his official home in Abidjan. He is currently being held at the Golf Hotel in the city, along with his wife and other members of his family, as well as advisors.

Tripoli, Libya (CNN) -- Opposition fighters continued to push west, entering territory loyal to Libyan leader Moammar Gadhafi, but were quickly beaten back, rebels told CNN, as diplomats arrived Tuesday in London to discuss the crisis.
The setback for the rebels highlights the tenuous nature of their recent gains and suggests they might face more resistance in the days to come.
As they moved into Umm el Ghindel -- near Sirte, Gadhafi's birthplace -- rebels began searching homes and found that Gadhafi's forces had armed residents in the area, they said. As they were talking to residents, asking them to join the opposition, gunfire broke out. Rebels told CNN they refused to fire back and began a hasty retreat. A stream of vehicles could be seen fleeing the area.

MATCH REPORT: MARSEILLE 1 CHELSEA 0
Chelsea's poor form continued with a narrow defeat in the south of France on Wednesday evening.
A late goal from Marseille forward Brandao proved enough to end our five-game winning streak in the Champions League, and although we progress from Group F in first place, we have claimed victory in just one of our last six matches
In truth we were second best for much of the evening and could have been behind early on, but for the woodwork and the offside flag, before penalty appeals from both Florent Malouda and Salomon Kalou were turned down. There is something about Chelsea and penalties in Europe that don't go.
An insipid second half looked to be fading away before Brandao popped up inside the Chelsea box after 80 minutes to steal victory for the home side, despite Carlo Ancelotti naming a strong starting 11.
There were no vital points to play for but the Italian had stated this final group game was far from meaningless as we looked to arrest the worrying slump in form.
The manager resisted the opportunity to rest the majority of his key first-teamers for the major domestic challenges that lie ahead. John Mikel Obi, who is just one yellow card away from suspension, was rested however, replaced in deep midfield by the prodigious Josh McEachran, making his second successive European start.
Nicolas Anelka and Ashley Cole were both left behind in England, so Ramires came into midfield and Florent Malouda joined Didier Drogba, on his former stopping ground, and Salomon Kalou in attack, while Paulo Ferreira was the preferred stand-in option at left-back.
Former Chelsea midfielder Didier Deschamps, now in charge of Marseille, also had no concern for group points, the French side having already tied up second place, but he too named a strong side that included former Manchester United defender Gabriel Heinze at its heart, and French international and summer signing Loic Remy down the left of a five-man midfield.
It was Remy who had the game's first chance after six minutes. The ball was deflected into the air at the far post where he had space to volley goalward, but instead swung and missed his connection altogether.
Benoit Cheyrou was closer moments later when he half-volleyed a yard wide from outside the area, and then Mathieu Valbuena rattled the crossbar with a dipping curler. Chelsea had not yet mustered an attack and we were 10 minutes in.
Remy and Brandao shot just wide as the home side's early dominance continued, and then came controversy with the Blues' first foray into Marseille territory.
Malouda was brought down by Souleymane Diawara inside the box, and Russian referee Vladislav Bezborodov pointed to the spot, only to then change his mind and instead award a corner.
Essien struck Chelsea's first shot on target after 20 minutes and then Kalou danced around two challenges inside the box before toeing wide.
Drogba caught his first sight of goal just after the half-hour, and clearly eager to score, he kept hold of the ball a little long, eventually seeing his shot blocked by Taye Taiwo.
Immediately afterwards John Terry hauled down Brandao at the other end, allowing Marseille another decent chance. Cheyrou crossed, and Heinze headed into the far corner, only for the goal to be scratched out for offside.
Another escape for Chelsea, who overall had been second best but by the end of a goalless first half could have had two penalties after Kalou was clipped having already beaten Diawara in the closing stages.
Malouda tested Marseille goalkeeper Steve Mandanda at the top of the second period after McEachran had sent a low diagonal pass through to the left, while in the Chelsea area Branislav Ivanovic had to throw himself at Fabrice Abriel's low drive following Valbuena's acrobatic cross.
Drogba's special night came to an end just after the hour when he was replaced by Daniel Sturridge, leaving the field to huge applause.

The Dutchman had barely been on two minutes before Chelsea were picking the ball out of our net.
Taiwo mishit his shot from just inside the area but Chelsea's unfamiliar defence did not react, and Brandao was on hand to poke the ball home from inside the six-yard box. Petr Cech was not amused - it is now six games without a clean sheet.
The result is by no means disastrous, but as Ancelotti had said before the game, he had wanted to win this one.
Improvement will be needed if we are to beat Spurs at White Hart Lane on Sunday.

Bush forgives Kanye West for calling him a racist
It looks like George W. Bush and Kanye West have buried the hatchet—at least for now.
In a taped interview on NBC's "Today" show, the often-impulsive rapper told Matt Lauer that he now regrets having said after Hurricane Katrina that Bush "doesn't care about black people."

Can you imagine being such a solider of pop culture that your activism would warrant you making the pages of a book written by a President?
Wouldn't such an inclusion make your family proud? Wouldn't it be a bragging right to share with your grandchildren? Shouldn't it get you an automatic NAACP Image Award?
Maybe the above would be the case if the President actually had something good to say about you.
But when President George W. Bush mentions Kanye West in his forthcoming book, "Decision Points," he's not singing the praises of the Chicago rapper who slammed him on a telethon for the victims of Hurricane Katrina, a week after numerous gulf coast cities were destroyed by the devastating storm and its aftermath.

When Lauer asked Bush if he remembered the comments Kanye made about him, President Obama's predecessor offered a matter-of-fact response.
"Yes, I do. He called me a racist," Bush told Lauer.
Lauer clarified that Kanye did not literally call Bush a racist but instead said, "George Bush doesn't care about Black people." But Bush maintained his stance.
"That's - 'he's a racist,'" Bush said. "And I didn't appreciate it then. I don't appreciate it now. It's one thing to say, 'I don't appreciate the way he's handled his business.' It's another thing to say, 'This man's a racist.' I resent it, it's not true, and it was one of the most disgusting moments in my Presidency."
Lauer quoted an excerpt from the book on the matter:
"I faced a lot of criticism as President. I didn't like hearing people claim that I lied about Iraq's weapons of mass destruction or cut taxes to benefit the rich. But the suggestion that I was racist because of the response to Katrina represented an all time low."

Bush said he still feels the same way and added that Kanye's comments upset him because it was not reflective of his work.
"My record was strong I felt when it came to race relations and giving people a chance. And--it was a disgusting moment," Bush said.

Wyclef Jean can't run for president said by Haiti Council
Haiti – Haiti's electoral council on Friday ruled that hip hop-artist Wyclef Jean cannot run for president, ending his outsider's bid to lead the reconstruction of the earthquake-ravaged Caribbean nation.
Council spokesman Richard Dumel said election officials have accepted 19 candidacies and rejected 15 others. The Haitian-born singer's candidacy was turned down because he did not meet the residency requirement of having lived in Haiti for five years before the Nov. 28 election.
Jean, whose parents brought him to the United States as a child, has lived off and on in Haiti in recent years. In 2007 he was named roving ambassador to Haiti by President Rene Preval, an appointment he had argued qualified him to run for president of the country.
The 40-year-old former Fugees frontman was ensconced in a hotel not far from where the electoral council was deliberating. About an hour before the candidate list was announced, Jean and his entourage left the hotel without speaking to the press.
Previously, Jean had told the Associated Press that he was optimistic that his candidacy would be accepted, especially since he met with Haitian President Rene Preval on Thursday.
It was unclear what, if any, impact the news would have on the people of this earthquake-torn nation. Dozens of police and United Nations peacekeepers in riot gear were stationed outside the council office, but as journalists streamed out of the building following the announcement, there were no signs of protests or unrest.
One thing is already certain: The singer brought sizzle to the election, attracting fresh attention to a country still devastated by the Jan. 12 earthquake.
"His candidacy certainly did shake things up," said Laurent Dubois, a Haiti historian and professor at Duke University. "But it's still a very important election whether Wyclef is in it or not."
The decision had already been postponed once this week. Jean's supporters had said they suspected members of Haiti's political elite were trying to block his campaign.
Jean, who gained famed as a member of the hip-hop musical group Fugees before building a solo career, has no political organization, not much of a following beyond his fans of his music and only a vague platform, casting himself as an advocate of Haiti's struggling youth and saying he will ask reconstruction donors to help the country's dysfunctional education system.
He also has faced persistent criticism over alleged financial mismanagement at the charity he founded, Yele Haiti.
On the other hand, he has generated global attention to a race in which almost no one outside Haiti could even name any of the candidates.
"If he hadn't been involved, today, no one would be talking about candidates in the Haitian presidential election," said Mark Jones, a professor of political science at Rice University in Houston.
The singer's fame and wealth instantly made him a formidable candidate in the desperately poor Caribbean nation he left as a boy — though some Haitians question the seriousness of his run.
"I don't think he's a politician at all," said Etienne St. Cyr, a pastor who helps at a camp for homeless earthquake survivors at the Petionville Country Club. "Maybe he's not what we need right now."
St. Cyr said Jean has not won over the people camped in squalid tents on the slope of a golf course, noting they already have allegiances to established political parties and the singer has not visited the camp.
Analysts say it is difficult to assess what kind of support Jean had beyond his mainly young and urban fans, but as a well-funded wild card, he has made more-established politicians nervous. Earlier this week, Jean said he had received death threats from somebody who called and told him to get out of Haiti.
The winner of the Nov. 28 election will take charge of Haiti's earthquake recovery, coordinating billions of aid dollars in a country with a history of political turmoil and corruption. January's earthquake killed an estimated 300,000 people and left the capital, Port-au-Prince, in ruins.
The devastation from the earthquake, coupled with frustration over a weak government response, have created an opening for a messianic outsider like Jean, said Robert Fatton Jr., a Haiti expert at the University of Virginia.
"The very fact that he is taken seriously when, in fact, he has no preparation to be president is an indication that the whole country, in particular the youth, looks at the typical Haitian population as a bankrupt kind of species," Fatton said.

Taliban Attack in NW Pakistan Kills 8, Including 3 US Troops

Three American soldiers were among eight people killed when a roadside bomb struck their convoy in northwestern Pakistan. Taliban militants are said to have claimed responsibility for the attack.
Authorities say a security convoy carrying five American military personnel was the target of the attack in the Lower Dir District. The northwestern Pakistani region is a well-known former stronghold of the Taliban.
U.S. and Pakistani officials say the American military personnel were part of a small unit training soldiers of the paramilitary force known as the Frontier Corps to better fight al-Qaida and Taliban militants.
The victims were on their way to attend the opening ceremony of a school for girls that had been renovated with U.S humanitarian assistance.
District police officer Mumtaz Zareen, tells VOA that militants detonated the bomb as soon as the convoy approached the school. He says the powerful explosion instantly killed three of the U.S. troops and a local soldier, while dozens of others were wounded.
The police chief says the powerful explosion destroyed the school building and at least four female students were buried under the rubble. He says many others were wounded and taken to the nearby hospital.
A U.S. embassy statement condemned the attack in Lower Dir, saying it "clearly shows the vision of the terrorists."
The northwestern Pakistani region borders the scenic Swat valley and several other districts where Taliban militants had set up their bases until early last year when a major military offensive largely cleared most of the areas.
The United States is closely cooperating with Pakistan to train the Frontier Corps paramilitary force, which is playing a leading role in the fight against al-Qaida and Taliban militants in northwestern parts of the country bordering Afghanistan. But the force has been under-equipped and under trained for fighting an insurgency.
Pakistan has never officially announced the U.S. training mission, which has reportedly been in place since 2008.

BEYONCE IS QUEEN OF GRAMMY AWARD
Starting the night with 10 nominations, her awards included song of the year and best R&B song, both for Single Ladies (Put A Ring On It).
Twenty-year-old country star Taylor Swift picked up four prizes, including the coveted album of the year title.
The Black Eyed Peas, Jay-Z and Kings of Leon all picked up three trophies each, while Lady GaGa and Eminem won two.
Beyonce has set a new record for the most awards won in a single year by a solo female, and takes her career tally to 16.
Her other awards this year included best contemporary R&B album, best R&B female vocal for Single Ladies and best traditional R&B performance for At Last, which she performed at President Obama's inauguration.
She also won best pop vocal performance for Halo. Accepting that trophy, she said: "This has been such an amazing night for me and I'd like to thank the Grammys.
"I'd like to thank my family including my husband, I love you," she added, referring to rapper Jay-Z.
But she lost out to Tennessee rock band Kings of Leon in the record of the year category.
In a surprise result, the group's song Use Somebody won that prize, also beating hits by Lady GaGa, Taylor Swift and The Black Eyed Peas.
The song had also earlier been named best rock song - triumphing over tracks by heavyweights like Bruce Springsteen, U2 and Green Day - as well as best rock performance by a duo or group with vocals.
Michael Jackson's children Paris and Prince accepted a lifetime achievement award on behalf of the King of Pop, who died last June.
"Daddy was going to perform this year," 11-year-old Paris told the audience. "He couldn't perform last year. Thank you and we love you daddy."
Their appearance followed a 3D tribute featuring Carrie Underwood, Jennifer Hudson, Celine Dion, Smokey Robinson and Usher accompanying a recording of Jackson's Earth Song.
The Black Eyed Peas won best short video for Boom Boom Pow and best pop performance by a duo or group with vocals for I Gotta Feeling.
And the group beat acts including Kelly Clarkson and Pink to win best pop vocal album for The END.

The Black Eyed Peas, Jay-Z and Kings of Leon all picked up three trophies each, while Lady GaGa and Eminem won two.
Beyonce has set a new record for the most awards won in a single year by a solo female, and takes her career tally to 16.
Her other awards this year included best contemporary R&B album, best R&B female vocal for Single Ladies and best traditional R&B performance for At Last, which she performed at President Obama's inauguration.
She also won best pop vocal performance for Halo. Accepting that trophy, she said: "This has been such an amazing night for me and I'd like to thank the Grammys.
"I'd like to thank my family including my husband, I love you," she added, referring to rapper Jay-Z.
But she lost out to Tennessee rock band Kings of Leon in the record of the year category.
In a surprise result, the group's song Use Somebody won that prize, also beating hits by Lady GaGa, Taylor Swift and The Black Eyed Peas.
The song had also earlier been named best rock song - triumphing over tracks by heavyweights like Bruce Springsteen, U2 and Green Day - as well as best rock performance by a duo or group with vocals.
Michael Jackson's children Paris and Prince accepted a lifetime achievement award on behalf of the King of Pop, who died last June.
"Daddy was going to perform this year," 11-year-old Paris told the audience. "He couldn't perform last year. Thank you and we love you daddy."
Their appearance followed a 3D tribute featuring Carrie Underwood, Jennifer Hudson, Celine Dion, Smokey Robinson and Usher accompanying a recording of Jackson's Earth Song.
The Black Eyed Peas won best short video for Boom Boom Pow and best pop performance by a duo or group with vocals for I Gotta Feeling.
And the group beat acts including Kelly Clarkson and Pink to win best pop vocal album for The END.
An emotional Taylor Swift won best country album for her second LP Fearless plus best country song and best female country vocal performance, both for the track White Horse.
Jay-Z's track Run This Town, featuring Rihanna and Kanye West, was named best rap song and best rap/sung collaboration, while the rapper also picked up best rap solo performance for DOA (Death Of Auto-Tune).
Fellow rapper Eminem, meanwhile, won best rap album for Relapse and best rap performance by a duo or group for Crack A Bottle, his comeback collaboration with Dr Dre and 50 Cent.
Lady GaGa took two awards - best dance recording for Poker Face and best electronic/dance album for The Fame. But she missed out on the major prizes.
The outrageous newcomer also performed an elaborate routine that culminated with her playing piano opposite Sir Elton John.
Other winners included Indian composer AR Rahman, who won two trophies for his soundtrack to the Oscar-winning film Slumdog Millionaire.
Film composer Michael Giacchino also won a pair, for best score soundtrack album and best instrumental composition for his work on the Pixar animation Up.
Neil Young won the first Grammy of his career, taking best art direction on a boxed or special limited edition package for Neil Young Archives Vol. 1 (1963-1972).
British artists have dominated the Grammys in the past couple of years. Last year, Robert PLant and Alison Krauss took top honours, with Coldplay, Adele, Duffy and Radiohead also doing well.
And in 2008, Amy Winehouse scooped five prizes. But this year, UK artists fared less well.
Rock veterans Judas Priest took home best metal performance and Jeff Beck won best rock instrumental.
Singer-songwriter Imogen Heap was awarded best engineered non-classical album, while the London Symphony Orchestra won best opera recording for Benjamin Britten's Billy Budd.

OBAMA DISCUSS THE CHALLENGES IN FIRST STATE OF UNION
U.S. President Barack Obama has urged Congress to take action on a number of his domestic priorities - such as health care and the economy - in his first State of the Union address.
Speaking to a joint session of the House and Senate at the Capitol Wednesday night, Mr. Obama urged Congress to send him a jobs bill "without delay." He called for a new foundation for long-term economic growth, and for the nation to address the economic problems that Americans have faced for years.
Mr. Obama vowed to keep fighting for a sweeping health care overhaul, saying that if it does not pass in Congress, insurance costs will continue to rise and the U.S. deficit will grow.
He acknowledged that the country faces serious challenges and that some his decisions have not been politically popular. Unemployment in the United States is at 10 percent; the budget deficit is in the trillions of dollars, and Mr. Obama's public approval ratings have declined since he took office a year ago with soaring public approval.
In the Republican response, Virginia Governor Bob McDonnell said the federal government is trying to do too much, and has increased the national debt for future generations.
President Obama called for a freeze on government spending for three years, starting in 2011, in an effort to lessen the national debt.
On international issues, President Obama said that even as the United States fights wars in Iraq and Afghanistan, the country is confronting perhaps the "greatest danger" to its people - the threat of nuclear weapons. He said North Korea is facing increased isolation and stronger sanctions, and said that Iran will face "growing consequences" if its leaders continue to ignore their obligations.
On the domestic front, the president said he will work to repeal a law that bans homosexuals from serving in the U.S. military - the so-called "Don't Ask, Don't Tell" policy, which allows gays to serve as long as they do not reveal their sexual preferences.

FOOD HANDOUT TURNS CHAOTIC IN HAIT
PORT-AU-PRINCE (Reuters) - U.N. troops fired tear gas at desperate Haitians crowding a food handout outside the wrecked presidential palace on Tuesday as delays in getting help to earthquake survivors persist two weeks after the catastrophe.
The Brazilian U.N. peacekeepers used pepper spray to control a frenzied crowd of thousands of Haitians seeking food at a makeshift camp on the grounds of the palace.
"They're not violent, just desperate. They just want to eat," Brazilian Army Colonel Fernando Soares said. "The problem is, there is not enough food for everyone."
The 7.0-magnitude quake killed up to 200,000 people and demolished swaths of the capital, Port-au-Prince, and other cities. A huge U.S.-led international relief operation is struggling to feed, house and care for hundreds of thousands of hungry, homeless survivors, many of them injured.
Facing persistent complaints by survivors that the huge amounts of aid flown in to Haiti is not reaching them on the ground, U.S. troops, U.N. peacekeepers and aid workers have widened and intensified the distribution of food and water.
Some of the food handouts in the capital have turned unruly.
At the presidential palace on Tuesday, U.N. troops with shotguns handed out sacks of rice with American flags on them. Armored trucks formed a cordon to control the crowd and people were searched as they entered the checkpoint.
"Yesterday they gave us rice, but there was not enough. There were too many people," said Wola Levolise, 47, who is living in the camp with her nine children.
The United States has dispatched more than 15,000 military personnel to Haiti. About 4,700 are deployed on the ground with the rest on ships off the coast.
The U.S. military said it could scale back its involvement within three to six months as other international organizations assume larger roles providing security and disaster relief. It does, however, plan to help build a 5,000-bed hospital to provide longer-term care to quake victims.
GARBAGE SERVICE
There were signs the ruined capital was slowly returning to life. A city garbage truck hauled away piles of rubbish at a makeshift camp near St. Peter's Church and a long line snaked outside a bank in the suburb of Petionville. A street market along Rue Geffrard in Port-au-Prince was crowded and chaotic.
As the relief operation for Haiti turns from rescue to recovery, authorities are trying to relocate at least 400,000 survivors -- now sheltering in more than 400 sprawling makeshift camps across Port-au-Prince -- in temporary tent villages outside the wrecked city.
Health Minister Alex Larsen said 1 million Haitians had been displaced from their homes in the Port-au-Prince area. The government had tents for 400,000 to be used in the new, temporary settlements, but would need more.
Prime Minister Jean-Max Bellerive made an urgent appeal for an additional 200,000 tents at an international donors conference in Montreal, Canada, on Monday.
Almost daily aftershocks have shaken Port-au-Prince since the quake, raising the possibility the city might have to be rebuilt on a safer location, away from geological fault lines.
"In 30 seconds, Haiti lost 60 percent of its GDP," Bellerive said in Montreal, referring to the concentration of commerce and people in the capital. "So we must decentralize."
Bellerive thanked the world community for its help so far, but said "more and more and more" was needed to rebuild a fragile Caribbean state that even before the Jan. 12 quake was the poorest in the Western Hemisphere.
"What we're looking for is a long-term commitment ... At least five to 10 years," he told the conference, which included the United States, Canada, France and 10 other countries.
The group decided to hold an international pledging conference at U.N. headquarters in New York in March.

SIR ALEX FERGUSON has ignited a new Carlos Tevez storm by insisting the Manchester City star should be BANNED from Wednesday's Carling Cup semi-final showdown at Old Trafford.
The Manchester United manager is adamant Tevez should have been sent off in City's 2-1 first leg triumph over their bitter rivals at Eastlands.
Referee Mike Dean did not even caution the Argentine match-winner for an X-rated lunge on United defender Wes Brown.
But Fergie fumed: "Tevez should have been sent off, really. Have you seen that tackle? He went right over the ball. But he didn't even get booked."
A red card would have meant an automatic three-match ban for the former United striker, who has been at the centre of controversy ever since the two sides were drawn to play each other in the semi-final.
First United skipper Gary Neville accused Tevez of not being worth £25million and insisted Fergie was right to let him join City in the summer.
Tevez hit back by taunting both Fergie and Neville on the pitch after his two goals clinched City's win and then branded the defender "stupid" and "a bootlicker."
Fergie's outburst comes just days after the FA reminded both sides of their responsibilities on the pitch in a bid to prevent crowd trouble in the return leg.
But Fergie blasted the FA for sticking their nose in, adding: "Is that the FA's domain? It is the League Cup. Bloody hell, what next?
"Tevez should have been sent off, really. Other than that, nothing happened in the game.
"It was competitive but there were no confrontations on the pitch, nothing."
However, United are beefing up security ahead of Wednesday's clash. Police fear trouble will erupt between the two sets of supporters and have cancelled all leave for their officers on the day.

Greater Manchester Police plan to use sniffer dogs to stop any supporters trying to smuggle flares into Old Trafford.
There are fears City fans have bought tickets in the United end after the Reds put them on general sale.
Police are also planning to keep City fans locked in at Old Trafford immediately after the final whistle to prevent any trouble outside the stadium.
But Fergie tried to play down the importance of the game, insisting: "I won't be relishing this more than any other game this season.
"At the outset the object was to qualify for the final and we can still do that.

Katika kuonyesha kuwa hakukurupuka kufikia uamuzi huo mzito, Waziri Pinda alitangaza hapo hapo majina ya maofisa wengine waandamizi kutoka sehemu tofauti nchini ambao wameteuliwa kuja mjini hapa kuziba nafasi za waliosimamishwa.
Habari za kuwepo kwa ubadhirifu huo ziliripotiwa na Mwananchi wiki iliyopita wakati mpashaji habari mmoja alipodokeza kuwa Sh950 milioni zilizotengwa kwa ajili ya miradi mbalimbali ya maendeleo, zilitafunwa na kwamba sakata hilo lilikuwa likimsubiri Waziri Pinda.
"Ndugu zangu suala la kukwamisha maendeleo ya wananchi ni kosa kubwa sana," alisema Pinda katika mkutano uliohusisha wadau mbalimbali wa maendeleo wilayani Bagamoyo.
"Sijui watu wanapata wapi jeuri ya kuyumbisha maendeleo... wanachota fedha huku, wanapeleka kule na kuchukua kule kuleta huku ili mradi vurugu tu."
Pinda alimvua madaraka mkurugenzi wa halmashauri hiyo, Rhoda Nsemwa, ofisa kilimo, mifugo na ushirika, Naftari Mtula, ofisa mipango, Aloyce Gabriel, mkaguzi wa ndani, Abdul Mwinyi pamoja na mweka hazina wa wilaya Kalo, Wage.
Tuhuma nyingine zilizosababisha kuvuliwa madaraka kwa waandamizi hao ni kuwepo uzembe katika kusimamia na kufuatilia utekelezaji miradi, kutozingatia kanuni na sheria, kuwepo taarifa tofauti za utekelezaji miradi ya maendeleo pamoja na kutokuwepo kwa nyaraka sahihi za matumizi ya fedha za mwaka wa fedha wa 2008/2009.
Baadhi ya miradi ambayo imetajwa kukwama kutekelezwa katika kipindi hicho licha ya fedha kutolewa na serikali ni pamoja na mradi wa josho la Vigwaza, soko la matunda na nafaka la Kiwangwa, lambo la maji la Matuli, mradi wa umwagiliaji maji Bwilingu, kilimo cha pilipili na mradi wa vituo vya wanyama kazi.
Waziri Pinda, ambaye huonekana kuwa ni mpole na asiye na haraka, alisema viongozi hao wanne wamevuliwa madaraka yao hadi hapo uchunguzi utakapokamilika.
Alisema hatua zaidi zitachukuliwa baada ya taarifa ya uchunguzi kuonyesha kiwango ambacho watumishi hao wamehusika katika ubadhilifu, hatua ambazo ni pamoja na kufukuzwa kazi, kupunguziwa mshahara au kushushwa madaraka au kufikishwa mahakamani.
Waziri mkuu pia amemvua wadhifa mhandisi wa maji wa wilaya hiyo, Felis Ngomai ambaye atakuwa mtumishi wa kawaida kutokana na kubainika kuwa hana sifa ya taaluma hiyo, wakati ofisa elimu wa wilaya hiyo, Cheka Omari yupo chini ya uangalizi wa utendaji wake wa kazi kutokana na kuelezwa kuwa hakuwa msimamizi mzuri katika utekelezaji wa miradi ya elimu.
Pinda aliwaeleza wajumbe wa kikao hicho, ambacho kilihusisha madiwani, sekretarieti ya mkoa, Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru), pamoja na wabunge wote wa Bagamoyo, kuwa viongozi hao hawakuwa makini kusimamia na kufuatilia utekelezaji wa miradi ya maendeleo.
Waziri Pinda alitumia fursa hiyo kuwateua na kuwatangaza watendaji wapya watakaoziba nafasi hizo kuwa ni Samuel Salianga kutoka Kigoma Vijijini ambaye anakuja kuwa mkurugenzi mtendaji, Fidelis Nemetwa kutoka Shinyanga (mweka hazina) wakati ofisa mipango anakuwa Lucas Mweli kutoka Manispaa ya Moshi.
Wengine walioteuliwa jana ni Fidelis Nyevela kutoka Iringa ambaye anakuwa ofisa kilimo, Prudence Mtiganzi kutoka Kilombero (mhandisi wa maji), wakati mkaguzi wa ndani anakuwa Felista Masamba kutoka mkoani Lindi.
Uteuzi wao unaanza mara moja, kwa mujibu wa Pinda.
Wilaya ya Bagamoyo imekuwa ikikumbwa na malumbano baina ya watendaji wake kwa kile kinachodaiwa ni kutokuwepo kwa maelewano mazuri kati ya mkuu wa wilaya hiyo, Magesa Mulongo na mkurugenzi.
Habari zinadai kuwa mkuu huyo wa wilaya amekuwa akichunguza matumizi ya fedha za halmashauri, jambo ambalo limeelezwa kuwa linaudhi watendaji ambao wanadai kuwa madiwani ndio wenye wajibu wa kuhoji kila kitu.
Tuhuma hizo ziliilazimu serikali kumtuma mkaguzi mkuu kufanya uchunguzi wa uliobaini kuwepo mapungufu makubwa ya kiutendaji na upotevu wa mamilioni ya fedha.
Katika kuonyesha kuwa hakukurupuka kufikia uamuzi huo mzito, Waziri Pinda alitangaza hapo hapo majina ya maofisa wengine waandamizi kutoka sehemu tofauti nchini ambao wameteuliwa kuja mjini hapa kuziba nafasi za waliosimamishwa.
Habari za kuwepo kwa ubadhirifu huo ziliripotiwa na Mwananchi wiki iliyopita wakati mpashaji habari mmoja alipodokeza kuwa Sh950 milioni zilizotengwa kwa ajili ya miradi mbalimbali ya maendeleo, zilitafunwa na kwamba sakata hilo lilikuwa likimsubiri Waziri Pinda.
"Ndugu zangu suala la kukwamisha maendeleo ya wananchi ni kosa kubwa sana," alisema Pinda katika mkutano uliohusisha wadau mbalimbali wa maendeleo wilayani Bagamoyo.
"Sijui watu wanapata wapi jeuri ya kuyumbisha maendeleo... wanachota fedha huku, wanapeleka kule na kuchukua kule kuleta huku ili mradi vurugu tu."

Tuhuma nyingine zilizosababisha kuvuliwa madaraka kwa waandamizi hao ni kuwepo uzembe katika kusimamia na kufuatilia utekelezaji miradi, kutozingatia kanuni na sheria, kuwepo taarifa tofauti za utekelezaji miradi ya maendeleo pamoja na kutokuwepo kwa nyaraka sahihi za matumizi ya fedha za mwaka wa fedha wa 2008/2009.
Baadhi ya miradi ambayo imetajwa kukwama kutekelezwa katika kipindi hicho licha ya fedha kutolewa na serikali ni pamoja na mradi wa josho la Vigwaza, soko la matunda na nafaka la Kiwangwa, lambo la maji la Matuli, mradi wa umwagiliaji maji Bwilingu, kilimo cha pilipili na mradi wa vituo vya wanyama kazi.
Waziri Pinda, ambaye huonekana kuwa ni mpole na asiye na haraka, alisema viongozi hao wanne wamevuliwa madaraka yao hadi hapo uchunguzi utakapokamilika.
Alisema hatua zaidi zitachukuliwa baada ya taarifa ya uchunguzi kuonyesha kiwango ambacho watumishi hao wamehusika katika ubadhilifu, hatua ambazo ni pamoja na kufukuzwa kazi, kupunguziwa mshahara au kushushwa madaraka au kufikishwa mahakamani.
Waziri mkuu pia amemvua wadhifa mhandisi wa maji wa wilaya hiyo, Felis Ngomai ambaye atakuwa mtumishi wa kawaida kutokana na kubainika kuwa hana sifa ya taaluma hiyo, wakati ofisa elimu wa wilaya hiyo, Cheka Omari yupo chini ya uangalizi wa utendaji wake wa kazi kutokana na kuelezwa kuwa hakuwa msimamizi mzuri katika utekelezaji wa miradi ya elimu.
Pinda aliwaeleza wajumbe wa kikao hicho, ambacho kilihusisha madiwani, sekretarieti ya mkoa, Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru), pamoja na wabunge wote wa Bagamoyo, kuwa viongozi hao hawakuwa makini kusimamia na kufuatilia utekelezaji wa miradi ya maendeleo.
