OBAMA DISCUSS THE CHALLENGES IN FIRST STATE OF UNION
U.S. President Barack Obama has urged Congress to take action on a number of his domestic priorities - such as health care and the economy - in his first State of the Union address.
Speaking to a joint session of the House and Senate at the Capitol Wednesday night, Mr. Obama urged Congress to send him a jobs bill "without delay." He called for a new foundation for long-term economic growth, and for the nation to address the economic problems that Americans have faced for years.
Mr. Obama vowed to keep fighting for a sweeping health care overhaul, saying that if it does not pass in Congress, insurance costs will continue to rise and the U.S. deficit will grow.
He acknowledged that the country faces serious challenges and that some his decisions have not been politically popular. Unemployment in the United States is at 10 percent; the budget deficit is in the trillions of dollars, and Mr. Obama's public approval ratings have declined since he took office a year ago with soaring public approval.
In the Republican response, Virginia Governor Bob McDonnell said the federal government is trying to do too much, and has increased the national debt for future generations.
President Obama called for a freeze on government spending for three years, starting in 2011, in an effort to lessen the national debt.
On international issues, President Obama said that even as the United States fights wars in Iraq and Afghanistan, the country is confronting perhaps the "greatest danger" to its people - the threat of nuclear weapons. He said North Korea is facing increased isolation and stronger sanctions, and said that Iran will face "growing consequences" if its leaders continue to ignore their obligations.
On the domestic front, the president said he will work to repeal a law that bans homosexuals from serving in the U.S. military - the so-called "Don't Ask, Don't Tell" policy, which allows gays to serve as long as they do not reveal their sexual preferences.

FOOD HANDOUT TURNS CHAOTIC IN HAIT
PORT-AU-PRINCE (Reuters) - U.N. troops fired tear gas at desperate Haitians crowding a food handout outside the wrecked presidential palace on Tuesday as delays in getting help to earthquake survivors persist two weeks after the catastrophe.
The Brazilian U.N. peacekeepers used pepper spray to control a frenzied crowd of thousands of Haitians seeking food at a makeshift camp on the grounds of the palace.
"They're not violent, just desperate. They just want to eat," Brazilian Army Colonel Fernando Soares said. "The problem is, there is not enough food for everyone."
The 7.0-magnitude quake killed up to 200,000 people and demolished swaths of the capital, Port-au-Prince, and other cities. A huge U.S.-led international relief operation is struggling to feed, house and care for hundreds of thousands of hungry, homeless survivors, many of them injured.
Facing persistent complaints by survivors that the huge amounts of aid flown in to Haiti is not reaching them on the ground, U.S. troops, U.N. peacekeepers and aid workers have widened and intensified the distribution of food and water.
Some of the food handouts in the capital have turned unruly.
At the presidential palace on Tuesday, U.N. troops with shotguns handed out sacks of rice with American flags on them. Armored trucks formed a cordon to control the crowd and people were searched as they entered the checkpoint.
"Yesterday they gave us rice, but there was not enough. There were too many people," said Wola Levolise, 47, who is living in the camp with her nine children.
The United States has dispatched more than 15,000 military personnel to Haiti. About 4,700 are deployed on the ground with the rest on ships off the coast.
The U.S. military said it could scale back its involvement within three to six months as other international organizations assume larger roles providing security and disaster relief. It does, however, plan to help build a 5,000-bed hospital to provide longer-term care to quake victims.
GARBAGE SERVICE
There were signs the ruined capital was slowly returning to life. A city garbage truck hauled away piles of rubbish at a makeshift camp near St. Peter's Church and a long line snaked outside a bank in the suburb of Petionville. A street market along Rue Geffrard in Port-au-Prince was crowded and chaotic.
As the relief operation for Haiti turns from rescue to recovery, authorities are trying to relocate at least 400,000 survivors -- now sheltering in more than 400 sprawling makeshift camps across Port-au-Prince -- in temporary tent villages outside the wrecked city.
Health Minister Alex Larsen said 1 million Haitians had been displaced from their homes in the Port-au-Prince area. The government had tents for 400,000 to be used in the new, temporary settlements, but would need more.
Prime Minister Jean-Max Bellerive made an urgent appeal for an additional 200,000 tents at an international donors conference in Montreal, Canada, on Monday.
Almost daily aftershocks have shaken Port-au-Prince since the quake, raising the possibility the city might have to be rebuilt on a safer location, away from geological fault lines.
"In 30 seconds, Haiti lost 60 percent of its GDP," Bellerive said in Montreal, referring to the concentration of commerce and people in the capital. "So we must decentralize."
Bellerive thanked the world community for its help so far, but said "more and more and more" was needed to rebuild a fragile Caribbean state that even before the Jan. 12 quake was the poorest in the Western Hemisphere.
"What we're looking for is a long-term commitment ... At least five to 10 years," he told the conference, which included the United States, Canada, France and 10 other countries.
The group decided to hold an international pledging conference at U.N. headquarters in New York in March.

SIR ALEX FERGUSON has ignited a new Carlos Tevez storm by insisting the Manchester City star should be BANNED from Wednesday's Carling Cup semi-final showdown at Old Trafford.
The Manchester United manager is adamant Tevez should have been sent off in City's 2-1 first leg triumph over their bitter rivals at Eastlands.
Referee Mike Dean did not even caution the Argentine match-winner for an X-rated lunge on United defender Wes Brown.
But Fergie fumed: "Tevez should have been sent off, really. Have you seen that tackle? He went right over the ball. But he didn't even get booked."
A red card would have meant an automatic three-match ban for the former United striker, who has been at the centre of controversy ever since the two sides were drawn to play each other in the semi-final.
First United skipper Gary Neville accused Tevez of not being worth £25million and insisted Fergie was right to let him join City in the summer.
Tevez hit back by taunting both Fergie and Neville on the pitch after his two goals clinched City's win and then branded the defender "stupid" and "a bootlicker."
Fergie's outburst comes just days after the FA reminded both sides of their responsibilities on the pitch in a bid to prevent crowd trouble in the return leg.
But Fergie blasted the FA for sticking their nose in, adding: "Is that the FA's domain? It is the League Cup. Bloody hell, what next?
"Tevez should have been sent off, really. Other than that, nothing happened in the game.
"It was competitive but there were no confrontations on the pitch, nothing."
However, United are beefing up security ahead of Wednesday's clash. Police fear trouble will erupt between the two sets of supporters and have cancelled all leave for their officers on the day.

Greater Manchester Police plan to use sniffer dogs to stop any supporters trying to smuggle flares into Old Trafford.
There are fears City fans have bought tickets in the United end after the Reds put them on general sale.
Police are also planning to keep City fans locked in at Old Trafford immediately after the final whistle to prevent any trouble outside the stadium.
But Fergie tried to play down the importance of the game, insisting: "I won't be relishing this more than any other game this season.
"At the outset the object was to qualify for the final and we can still do that.

Alisema hatua zaidi zitachukuliwa baada ya taarifa ya uchunguzi kuonyesha kiwango ambacho watumishi hao wamehusika katika ubadhilifu, hatua ambazo ni pamoja na kufukuzwa kazi, kupunguziwa mshahara au kushushwa madaraka au kufikishwa mahakamani.
Waziri mkuu pia amemvua wadhifa mhandisi wa maji wa wilaya hiyo, Felis Ngomai ambaye atakuwa mtumishi wa kawaida kutokana na kubainika kuwa hana sifa ya taaluma hiyo, wakati ofisa elimu wa wilaya hiyo, Cheka Omari yupo chini ya uangalizi wa utendaji wake wa kazi kutokana na kuelezwa kuwa hakuwa msimamizi mzuri katika utekelezaji wa miradi ya elimu.
Pinda aliwaeleza wajumbe wa kikao hicho, ambacho kilihusisha madiwani, sekretarieti ya mkoa, Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru), pamoja na wabunge wote wa Bagamoyo, kuwa viongozi hao hawakuwa makini kusimamia na kufuatilia utekelezaji wa miradi ya maendeleo.
Waziri Pinda alitumia fursa hiyo kuwateua na kuwatangaza watendaji wapya watakaoziba nafasi hizo kuwa ni Samuel Salianga kutoka Kigoma Vijijini ambaye anakuja kuwa mkurugenzi mtendaji, Fidelis Nemetwa kutoka Shinyanga (mweka hazina) wakati ofisa mipango anakuwa Lucas Mweli kutoka Manispaa ya Moshi.
Wengine walioteuliwa jana ni Fidelis Nyevela kutoka Iringa ambaye anakuwa ofisa kilimo, Prudence Mtiganzi kutoka Kilombero (mhandisi wa maji), wakati mkaguzi wa ndani anakuwa Felista Masamba kutoka mkoani Lindi.
Uteuzi wao unaanza mara moja, kwa mujibu wa Pinda.
Wilaya ya Bagamoyo imekuwa ikikumbwa na malumbano baina ya watendaji wake kwa kile kinachodaiwa ni kutokuwepo kwa maelewano mazuri kati ya mkuu wa wilaya hiyo, Magesa Mulongo na mkurugenzi.
Habari zinadai kuwa mkuu huyo wa wilaya amekuwa akichunguza matumizi ya fedha za halmashauri, jambo ambalo limeelezwa kuwa linaudhi watendaji ambao wanadai kuwa madiwani ndio wenye wajibu wa kuhoji kila kitu.
Tuhuma hizo ziliilazimu serikali kumtuma mkaguzi mkuu kufanya uchunguzi wa uliobaini kuwepo mapungufu makubwa ya kiutendaji na upotevu wa mamilioni ya fedha.
Katika kuonyesha kuwa hakukurupuka kufikia uamuzi huo mzito, Waziri Pinda alitangaza hapo hapo majina ya maofisa wengine waandamizi kutoka sehemu tofauti nchini ambao wameteuliwa kuja mjini hapa kuziba nafasi za waliosimamishwa.
Habari za kuwepo kwa ubadhirifu huo ziliripotiwa na Mwananchi wiki iliyopita wakati mpashaji habari mmoja alipodokeza kuwa Sh950 milioni zilizotengwa kwa ajili ya miradi mbalimbali ya maendeleo, zilitafunwa na kwamba sakata hilo lilikuwa likimsubiri Waziri Pinda.
"Ndugu zangu suala la kukwamisha maendeleo ya wananchi ni kosa kubwa sana," alisema Pinda katika mkutano uliohusisha wadau mbalimbali wa maendeleo wilayani Bagamoyo.
"Sijui watu wanapata wapi jeuri ya kuyumbisha maendeleo... wanachota fedha huku, wanapeleka kule na kuchukua kule kuleta huku ili mradi vurugu tu."
Pinda alimvua madaraka mkurugenzi wa halmashauri hiyo, Rhoda Nsemwa, ofisa kilimo, mifugo na ushirika, Naftari Mtula, ofisa mipango, Aloyce Gabriel, mkaguzi wa ndani, Abdul Mwinyi pamoja na mweka hazina wa wilaya Kalo, Wage.
Tuhuma nyingine zilizosababisha kuvuliwa madaraka kwa waandamizi hao ni kuwepo uzembe katika kusimamia na kufuatilia utekelezaji miradi, kutozingatia kanuni na sheria, kuwepo taarifa tofauti za utekelezaji miradi ya maendeleo pamoja na kutokuwepo kwa nyaraka sahihi za matumizi ya fedha za mwaka wa fedha wa 2008/2009.
Baadhi ya miradi ambayo imetajwa kukwama kutekelezwa katika kipindi hicho licha ya fedha kutolewa na serikali ni pamoja na mradi wa josho la Vigwaza, soko la matunda na nafaka la Kiwangwa, lambo la maji la Matuli, mradi wa umwagiliaji maji Bwilingu, kilimo cha pilipili na mradi wa vituo vya wanyama kazi.
Waziri Pinda, ambaye huonekana kuwa ni mpole na asiye na haraka, alisema viongozi hao wanne wamevuliwa madaraka yao hadi hapo uchunguzi utakapokamilika.
Alisema hatua zaidi zitachukuliwa baada ya taarifa ya uchunguzi kuonyesha kiwango ambacho watumishi hao wamehusika katika ubadhilifu, hatua ambazo ni pamoja na kufukuzwa kazi, kupunguziwa mshahara au kushushwa madaraka au kufikishwa mahakamani.
Waziri mkuu pia amemvua wadhifa mhandisi wa maji wa wilaya hiyo, Felis Ngomai ambaye atakuwa mtumishi wa kawaida kutokana na kubainika kuwa hana sifa ya taaluma hiyo, wakati ofisa elimu wa wilaya hiyo, Cheka Omari yupo chini ya uangalizi wa utendaji wake wa kazi kutokana na kuelezwa kuwa hakuwa msimamizi mzuri katika utekelezaji wa miradi ya elimu.
Pinda aliwaeleza wajumbe wa kikao hicho, ambacho kilihusisha madiwani, sekretarieti ya mkoa, Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru), pamoja na wabunge wote wa Bagamoyo, kuwa viongozi hao hawakuwa makini kusimamia na kufuatilia utekelezaji wa miradi ya maendeleo.
Waziri Pinda alitumia fursa hiyo kuwateua na kuwatangaza watendaji wapya watakaoziba nafasi hizo kuwa ni Samuel Salianga kutoka Kigoma Vijijini ambaye anakuja kuwa mkurugenzi mtendaji, Fidelis Nemetwa kutoka Shinyanga (mweka hazina) wakati ofisa mipango anakuwa Lucas Mweli kutoka Manispaa ya Moshi.
Wengine walioteuliwa jana ni Fidelis Nyevela kutoka Iringa ambaye anakuwa ofisa kilimo, Prudence Mtiganzi kutoka Kilombero (mhandisi wa maji), wakati mkaguzi wa ndani anakuwa Felista Masamba kutoka mkoani Lindi.

Wanajeshi zaidi wa UN kupelekwa Haiti
Katibu mkuu wa shirika la Umoja wa Mataifa Ban ki-Moon amesema kuwa anataka kupeleka wanajeshi na polisi 3500 zaidi kuimarishi utoaji wa misaada nchini Haiti, kufuatia tetemeko la ardhi lililotokea wiki iliyopita.
Tayari shirika hilo liko na wanajeshi 9000 wa kulinda usalama waliopelekwa nchini humo miaka sita iliyopita, kuimarishi usalama wakati wa kipindi cha machafuko ya kisiasa.

THIS is the angel-faced tot being hailed as a miracle of the Haiti earthquake disaster.
Little Winnie Tilin - just 16 months old - was pulled alive from the rubble of her family's home after 68 HOURS.
Her faint moans were heard by chance by a TV crew filming the devastation which has already claimed 50,000 lives. Tragically, among them are Winnie's parents, crushed to death by the falling masonry which amazingly missed her.
A further 150,000 are feared dead - and the tot joins the tens of thousands of children orphaned by Tuesday's massive quake in the country's capital Port-au-Prince. Millions more are injured or homeless.
Haiti has become a hell on earth since it was ripped apart by its biggest earthquake for 200 years, measuring 7.0 on the Richter Scale. Aftershocks continue to shake the ruined city, forcing survivors to sleep outdoors, terrified yet more buildings will collapse.
All around makeshift morgues have sprung up, already overflowing with broken bodies.
Incredibly, Winnie was rescued by an Australian news crew filming outside the capital's Save The Children charity office.
The TV team's interpreter Deiby Celestino heard her faint cries and jumped into the concrete hole she was trapped in.
After crawling over dead bodies to get to her, he was able to pull her out. Mr Celestino, from neighbouring Dominican Republic, said: "It's very emotional. It felt like my own baby I was pulling out there."
A Save The Children doctor who examined the toddler was amazed to find that, though she was severely dehydrated, she was not seriously injured. The toddler was then passed to her uncle, Frantz Tilin, who was looking for her after losing his pregnant wife in the disaster.
Rescue attempts were still going on last night with British firefighters emerging as heroes.
They hauled two-year-old Mia Charlotte from the collapsed Beatrice kindergarten in Port- au-Prince. The firemen were among a 64-strong British team who raced to the country.
Pete Stevenson, operations commander, said: "We are over the moon. Mia is beautiful and the rescue was a huge success."
Mia was later reunited with her grateful mother.

But the victory may have come at a cost as goalscorer Flavio and winger Gilberto both came off with injuries.
The result still puts them top of Group A, however, and sets up a showdown with Algeria, whose own hopes of qualifying were revived by an earlier 1-0 victory against Mali.
The Angolans played with a high tempo from the start and created plenty of opportunities in the first half with several penetrating crosses, but no decisive final touch.
Flavio and Manucho linked up well in the opening half hour, during which their team enjoyed most of the possession and chances.
In the seventh minute, Flavio found Manucho with a deft cross and the big striker hit a good volley straight at Malawi goalkeeper Swanick Sanudi who very nearly palmed it into his own net.
And Manucho should have opened the scoring on 33 minutes when he was put clean through only to see his near-post shot stopped by a fine save from Sanudi.
Malawi had to wait until the 34th minute for their first chance, when left back Moses Chavula broke forward on the left, but striker Esau Kanyenda couldn't get any purchase on his effort in the six yard box.
Minutes later, the Flames had their best opportunity, when Chavula got to the byline to cross to Peter Wadabwa, who flicked a deft backheel goalwards that was well gathered by Angolan keeper Carlos Fernandes.
In first-half injury time, winger Stelvio whipped in a beautifully-weighted cross for Flavio from the right who headed narrowly over.
The pressure inevitably told within the first three minutes of the second half, however, from a beautifully-worked Angolan move.
The influential Djalma overlapped cleverly on the left, swapped to his right foot and whipped in another stinging cross for Flavio to power a header home for his third goal of the tournament.
The opener raised the noise to fever pitch inside the 11 November Stadium, and five minutes later Manucho almost took the roof off the brand-new arena when he doubled the lead.
The Vallodolid striker punished sloppy defending by Peter Mponda by dispossessing the defender on the edge of the box to burst into the area and hammer past a rooted Sanudi.
But the high tempo took its toll on the home side as Flavio followed Gilberto to the sideline, as he was stretchered off with a suspected recurrence of a hamstring injury in the 60th minute.
The striker was replaced by crowd favourite and former Young African Player of the Year Mantorras, who received a huge ovation when he took the field.
And the 27-year-old nearly sent the home fans into raptures when he blazed narrowly over from a free kick minutes later.
Malawi struggled to find a way back into the game - in contrast to their heroic performance against Algeria - and had to wait until the 70th minute before they again ventured properly into the Angolan box, with two unproductive corners.
The home side managed to close out the game this time, to the huge relief of their fans, who celebrated wildly at the final whistle.
"The team put in a fantastic effort," Angola coach Manuel Jose said.
"We had a lot of injuries. But they are the sort of sacrifices you have to make if you want to be champions.
"I believed before the game we could win it. The players were free in their minds, their confidence was very high."
One major concern for the organisers, however, will be the pitch, which continued to cut up and cause problems for both sides.

BBC BEST AFRICAN FOOTBALLER
Didier Drogba wa Chelsea na Ivory Coast ametangazwa mshindi wa tuzo ya mwanasoka bora wa BBC Afrika 2010.
Mshambuliaji huyo amepata kura zaidi kuliko Samuel Eto'o, Michael Essien, Yaya Toure, na Tresor Mputu Mabi kushinda taji hilo.
Matokeo ya kura - zilizopigwa na mashabiki kote Afrika yalitangazwa moja kwa moja kutoka Angola kupitia kipindi cha Fast Track katika Idhaa ya Kiingereza ya BBC.

Ripoti zinasema uharibifu mkubwa umetokea katikati mwa mji mkuu wa Port-au-Prince. Baadhi ya majengo yaliyoharibiwa vibaya ni ikulu ya rais na hospitali moja mjini humo.
Msemaji wa umoja wa mataifa mjini New York Martin Nesirkyo amethibitisha kuwa ofisi za umoja wa mataifa mjini Port-au-Prince zimeharibiwa. Amesema pia kuwa idadi kubwa ya watu wamezikwa chini ya vifusi na wengine kufa au kujeruhiwa.

2010 AFRICAN CUP: TRULY MALI PLAYED AN AMAZING GAME
The hosts of the African Cup of Nations(Angola) thought they had the win they craved against the visiting Eagles but an amazing late goal flurry denied them the victory. Angola vs Mali ties at 4-4 score.
Truly an amazing opening first game and a sign of more exciting soccer games to come this season.
Within 11 minutes Mali showed Angola what they can do in this African cup of nations.
The man playing in Hispania S. Keitta together with other International player from Mali were strong till the last minute.

Rais Obama ametangaza matokeo ya uchunguzi ulioendeshwa na ikulu ya Marekani kuhusu dosari za usalama kutokana na jaribio la raia wa Nigeria Umaru Farouk Abdul Mutallab la kuilipua ndege ya Marekani eneo la Detroit siku ya krisimasi.
Obama amesema serikali yake ilikuwa na taarifa muhimu za kuzuia shambulio hilo. Hata hivyo maafisa wa ujasusi walipuuza taarifa hizo na kuhatarisha nchi hiyo.
